I think part of the problem with Jyn’s character is that, at some point during the writing of the script, the real main character of the film became Cassian. I don't assume any malice or bias in this, as it sometimes happens; three examples that come to mind immediately are Judy Hopps becoming the main character instead of Nick Wilde in Zootopia, or Vimes supplanting Carrot in Discworld, or Drizzt supplanting Wulfgar in The Crystal Shard.

Maybe there was a very reasonable reluctance to sideline the ostensible female lead protagonist in favor of her male counterpart (though, with apologies to Diego Luna, this wouldn’t have been an issue if Cassian’s character was also female), but I think the first Act of the film would have been much, much stronger if Cassian had been the true main character and Jyn was a “McGuffin” character along with Bodhi.
